If someone was arrested using your name and ssn, there should be somewhere a set of fingerprint records of that person. It may be costly to do so, but a comparison of your own fingerprints to the other person’s would set the record straight.
Let them do their investigation. They don’t want to charge an innocent with something. Contact each of the 3 credit reporting agencies and tell them what has happened. They’ll put an alert that requires positive id from you anytime anyone runs your credit. The courts can check about the tickets and see what car the perpetrator was driving at the time the tickets were issued. That may help. There are other things you can do to prevent it from happening again, like getting new checks that only have your first initial and last name (they wouldn’t know what your first name was); always mail your bills from post office mail boxes, instead of your home mail box.
