Sit down with her and call all three major credit bureaus and have them put a fraud alert on her reports. This will prevent anyone from opening a new account without the credit bureau notifying your mother at her home address. Make sure they have the correct home address for her. Go to and get her free annual credit report from all three bureaus to make sure there are no other accounts open that she doesn't know about.

The fraud alert numbers are:

Equifax 888-766-0008
Transunion 800-680-7289
Experian 888-397-3742

For more ideas on how to protect her visit any of the credit bureaus websites they all have information on preventing identity theft and credit fraud.

Good luck.
